IPOA is hiring a Legal Officer who will provide legal guidance, represent IPOA in court, and draft legal documents. You will also assist in auditing police services for legal compliance and review investigation evidence. The Independent Policing Oversight Authority is established pursuant to Cap. 86 Laws of Kenya. Its primary mandate is to provide civilian oversight over the work of the National Police Service. The Authority seeks to recruit results-oriented Kenyan citizens with drive, vision and creativity to fill the following vacant positions:<\/p>\n

Job Purpose<\/strong><\/p>\n

Responsible for provision of guidance and legal opinions to the Authority and spearheading representation of the Authority in all legal, civil and criminal court proceedings.<\/p>\n

Key Responsibilities\/ Duties \/ Tasks<\/h4>\n

An officer at this grade will undertake the following duties and responsibilities:<\/p>\n

    \n
  1. Supporting the implementation of policies, strategies, guidelines, plans standards and procedures pertaining to Legal Services;<\/li>\n
  2. Representing the Authority in all civil and criminal court proceedings anc Alternative Dispute Resolution Mechanisms;<\/li>\n
  3. Collecting and collating data on legal issues pertinent to the operations o IPOA in collaboration with the division of research;<\/li>\n
  4. Supporting the preparation and drafting of contracts, leases, Memoranda o Understanding, formal agreements and other legal instruments;<\/li>\n
  5. Participating in outreach programs to strengthen IPOA's governance anc improve the quality of service delivery by conducting legal aid clinics or constitutional matters;<\/li>\n
  6. Liaising with the department of preventive services to assist in the conduct o audits of processes and actions of the National Police Service to ensure compliance with applicable legal and human rights standards;<\/li>\n
  7. Evaluating evidence in completed investigations by the Authority submittec in non-complex matters for the determination of its sufficiency anc recommending appropriate action to the Director of Public Prosecutions;<\/li>\n
  8. Reviewing evidence in completed investigations by the IAU for determinations of its sufficiency for recommending appropriate disciplinary action;<\/li>\n
  9. Preparing the Authority's cases for prosecution; and<\/li>\n
  10. Implementing risk mitigation measures.<\/li>\n<\/ol>\n

    Knowledge, Experience and qualifications required<\/h4>\n

    For appointment to this grade, an officer must have the following qualifications:<\/p>\n

      \n
    1. Bachelor's Degree in Law;<\/li>\n
    2. Post graduate Diploma in law;<\/li>\n
    3. Registered as an Advocate of the High Court of Kenya;<\/li>\n
    4. Member of Law Society of Kenya;<\/li>\n
    5. Valid Practicing License; and<\/li>\n
    6.
