The Digital Health Agency is a body corporate established by the Digital Health Act No, 15 of 2023 to be the Administra-tor of the comprehensive and integrated health information system and the health data custodian. The Agency is tasked with transforming healthcare delivery through the integration of cutting-edge digital technologies.<\/p>\n

To strengthen institutional capacity and enhance service delivery, the Board of the Digital Health Agency invites applications from qualified, competent, and result-oriented individuals to fill the following vacant positions:<\/p>\n

DIGITAL HEALTH OFFICER I<\/strong><\/p>\n

  • Proficiency in computer applications.<\/li>\n
  • Bachelor\u2019s degree in any of the following disciplines: - Health Information Technology, Health Records and information Science, Health Systems, Information Communication Technology, Epidemiology, Clinical Medicine, Nursing, Medicine, Medicine and Surgery, Dentistry, Pharmacy and Nutrition, or equivalent qualification from a recognized institution.<\/li>\n
  • Registered and licensed by a recognized regulatory body as applicable.<\/li>\n
  • Shown merit and ability as reflected in work performance and results.<\/li>\n<\/ul>\n

    Key Responsibilities<\/h4>\n

    • Point of Care Services\n
        \n
      • Implementing policies, strategies, standards, guidelines, legislation, and regulations on point of care solutions.<\/li>\n
      • Collecting data for desk review for digital health solutions.<\/li>\n
      • Implementing mitigation strategies for the risk associated with the use of point-of-care solutions.<\/li>\n
      • Sensitizing and training users on point-of-care solutions.<\/li>\n
      • Carrying out deployment of new point-of-care solutions in pilot settings.<\/li>\n
      • Gathering requirements for clinical support in the system.<\/li>\n
      • Testing the clinical decision support system.<\/li>\n
      • Monitoring and updating user protocol performance and user compliance.<\/li>\n
      • Collecting user requirements for point-of-care solutions.<\/li>\n
      • Collecting data for needs assessment for the point of care solutions.<\/li>\n
      • Conducting data collection for data quality audits.<\/li>\n
      • Identifying risks to data protection as related to the use of point-of-care solutions.<\/li>\n
      • Sensitizing users on the decommissioning process of point of care solutions.<\/li>\n
      • Collecting data for training needs assessment on point of care solutions.<\/li>\n<\/ul>\n<\/li>\n
      • Health Informatics\n

        • Identifying, documenting, and analyzing reporting needs and requirements for aggregate health information systems<\/li>\n
        • Conducting comprehensive gap analyses of current reporting capabilities versus organizational needs<\/li>\n
        • Mapping and identifying diverse data sources that contribute to aggregate health reporting<\/li>\n
        • Preparing and processing datasets from aggregate health information systems for analysis and reporting<\/li>\n
        • Conducting comprehensive data quality audits and periodic compliance audits to ensure adherence to reporting frameworks<\/li>\n
        • Developing and monitoring key performance indicators for data quality, timeliness, usage rates, and impact on healthcare outcomes<\/li>\n
        • Implementing and executing action plans derived from audit findings<\/li>\n
        • Implementing and maintaining data breach mitigation strategies for aggregate health data protection<\/li>\n
        • Establishing and managing schedules for regular health information systems updates and maintenance<\/li>\n
        • Ensuring compliance with data governance and security protocols<\/li>\n
        • Analyzing health data to assess, monitor, and report on key performance indicators and healthcare outcomes<\/li>\n
        • Developing interactive dashboards, reports, and health information products for evidence-based decision making<\/li>\n
        • Producing analytical outputs that support strategic planning and operational improvements<\/li>\n
        • Maintaining and regularly updating public portals for health data dissemination<\/li>\n
        • Promoting effective health data utilization across stakeholder groups<\/li>\n

          • Gathering and analyzing functional and nonfunctional requirements of health information exchange registries.<\/li>\n
          • Maintaining health information exchange registries.<\/li>\n
          • Implementing data quality checks on health information exchange.<\/li>\n
          • Implementing standards for health information exchange.<\/li>\n
          • Testing and piloting of health information protocols.<\/li>\n
          • Collecting data for quality assurance indicators on health information exchange.<\/li>\n
          • Identifying risk on health data protection.<\/li>\n
          • Testing enhancement for the health information exchange.<\/li>\n
          • Implementing and monitoring health information exchange upgrades and enhancements.<\/li>\n<\/ul>\n<\/li>\n
          • Systems Support & Maintenance\n

            • Identifying and addressing potential systems issues before they are escalated.<\/li>\n
            • Categorizing incidences by severity and type (critical, moderate and minor).<\/li>\n
            • Monitoring and tracking performance and indicators, user management support by collecting user feedback.<\/li>\n
            • Monitoring systems for any data breaches.<\/li>\n
            • Assigning roles and responsibilities as per the levels and type of technical issues.<\/li>\n
            • Implementing predefined incident response plan which includes roles and responsibilities and escalation procedures.<\/li>\n
            • Identifying systems data or users affected by data breach.<\/li>\n
            • Continuously monitoring systems anomalies and\/or vulnerabilities.<\/li>\n
            • Implementing system to log prioritize and track incidences.<\/li>\n
            • Escalating unresolved issues to higher level support for external vendors.<\/li>\n<\/ul>\n<\/li>\n

              • Conducting regular audits to ensure adherence to standards and guidelines.<\/li>\n
              • Implementing uniform data and terminologies to enhance data sharing and usability.<\/li>\n

              • Aligning digital health solutions with ethical, legal and technological standards.<\/li>\n
              • Facilitating integration of systems using international standards (HL7, DICOM) other relevant standards.<\/li>\n

                • Collecting and organizing documents submitted by healthcare providers for certification purposes.<\/li>\n
                • Establishing and maintaining accurate records of certification applications and compliance statuses in the agency\u2019s database.<\/li>\n
                • Implementing certification mechanisms through compliance metrics.<\/li>\n
                • Continuously reviewing certification framework through regular updates.<\/li>\n
                • Training healthcare providers on digital health compliance and best practices.<\/li>\n
                • Providing technical support to healthcare facilities in implementing certified digital health solutions.<\/li>\n
                • Preparing detailed reports on the outcomes of inspections, including compliance levels and recommended improvements.<\/li>\n
                • Handling basic inquiries from healthcare providers regarding the certification process.<\/li>\n
                • Assisting in the preparation of summary reports on certification activities and outcomes.<\/li>\n
                • Gathering feedback from healthcare facilities on the certification process for continuous improvement.<\/li>\n<\/ul>\n<\/li>\n
                • Capacity Building\n

                  • Training health workers on digital health systems.<\/li>\n
                  • Monitoring and evaluation of digital health systems curriculum.<\/li>\n
                  • Piloting test materials and gather feedback form.<\/li>\n
                  • Building local capacity by training selected participants to become trainers for their institutions.<\/li>\n
                  • Collecting feedback from participants to identify training gaps\/needs and improve future systems.<\/li>\n
                  • Tracking training attendance, progress through e-learning modules and usage of digital health tools in clinical settings.<\/li>\n
                  • Conducting a pilot launch to identify and resolve technical or user experience issues.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
