JOB OVERVIEW
The role is responsible for the strategic management and operational delivery of round-the-clock, companywide physical, personnel, and asset safety across mines and quarries. Within this mining and quarrying environment, the position ensures full compliance with Environment, Health and Safety standards, quality management systems, ISO requirements, and the Occupational Safety and Health Act, 2007, while embedding a proactive safety culture across all mining, quarrying, processing, and support operations.
DUTIES AND RESPONSIBILITIES
1. Health and Safety Management
- Develop, implement, review, and continuously improve workplace health and safety policies, procedures, and standards in line with OSHA, DOSH, KEBS, ISO standards, and other applicable mining and industrial regulations.
- Provide leadership and technical guidance on occupational health and safety matters across mining, processing plants, workshops, laboratories, warehouses, and support services.
- Respond promptly and effectively to employee safety concerns, incidents, and reported hazards.
- Coordinate and facilitate employee training on first aid, CPR, accident prevention, incident investigation, emergency response, and workplace inspections.
- Ensure all employees, contractors, and visitors undergo comprehensive safety induction in line with company and site-specific mining safety procedures.
- Work closely with the Safety and Health Committee to investigate, document, and resolve complaints related to unsafe or hazardous working conditions.
- Conduct routine internal inspections and support external audits and statutory inspections, ensuring timely closure of all non-conformities.
- Carry out regular risk assessments and hazard identification for all mining and processing activities, including material handling, crushing, milling, chemical storage, workshops, and high-risk operational areas.
- Enforce proper selection, use, and maintenance of Personal Protective Equipment (PPE) and ensure adequate PPE stock availability.
- Investigate accidents, incidents, and near misses, prepare detailed reports, conduct root cause analysis, and recommend corrective and preventive actions.
- Coordinate fire drills, emergency preparedness exercises, safety awareness programs, and condition monitoring of machinery, equipment, and installations.
- Conduct risk assessments prior to issuing permits to work and ensure strict adherence to permit conditions.
- Maintain accurate, up-to-date EHS records, registers, and statutory documentation.
- Monitor and enforce machine guarding, lockout and tagout controls, and safe operating procedures in high-risk and critical plant areas.
- Coordinate with the Sub-County Public Health Officer to ensure bi-annual medical examinations for food-handling staff are conducted within stipulated timelines.
2. Environmental Compliance
- Ensure effective implementation of waste management systems, including solid waste, hazardous waste, effluent management, and chemical handling in accordance with NEMA requirements.
- Monitor air emissions, water discharge, noise, and vibration levels to ensure compliance with environmental permits and regulatory limits.
- Conduct and coordinate environmental audits, inspections, and monitoring programs, and report on environmental performance.
- Promote sustainable mining practices, including resource efficiency, energy conservation, recycling initiatives, and pollution prevention measures.
3. Fire and Emergency Preparedness
- Develop, implement, and maintain site-specific fire safety and emergency response plans, including evacuation procedures and emergency communication protocols.
- Conduct routine inspection, testing, and maintenance of firefighting and emergency equipment to ensure operational readiness.
- Train employees, contractors, and emergency response teams on fire prevention, firefighting, first aid, and emergency response procedures.
4. Occupational Health Management
- Identify, monitor, and control occupational health hazards such as dust, noise, chemical exposure, vibration, heat stress, and ergonomic risks.
- Organize and manage medical surveillance and occupational health monitoring programs in line with DOSH requirements.
- Maintain confidential employee health records and coordinate with medical service providers on occupational injuries and illnesses.
- Promote employee wellness, hygiene, and occupational health awareness programs.
5. Safety Training and Awareness
- Design, implement, and deliver safety training programs, campaigns, and awareness initiatives tailored to mining operations.
- Conduct regular toolbox talks, safety briefings, and refresher training for employees, contractors, and visitors.
- Maintain comprehensive training records and monitor competency levels, particularly for high-risk tasks and critical roles.
6. Visitors, Suppliers, and Contractors Safety
- Conduct mandatory safety induction for all visitors, suppliers, and contractors accessing the mining site.
- Ensure inductions cover site hazards, PPE requirements, restricted areas, emergency procedures, reporting protocols, and company safety rules.
- Maintain signed induction records for audit, compliance, and traceability purposes.
- Integrate safety induction and compliance requirements into the permit-to-work system for contractors undertaking high-risk activities.
7. Compliance, Reporting, and Governance
- Ensure continuous compliance with OSHA, DOSH, KEBS, NEMA, ISO standards, and internal company policies.
- Prepare and submit monthly, quarterly, and annual EHS performance reports to management and relevant stakeholders.
- Maintain all statutory permits, licenses, inspection records, and accident and incident registers.
- Liaise with regulatory authorities, auditors, and inspectors during compliance audits and statutory inspections.
8. Risk Mitigation and Continuous Improvement
- Conduct regular site inspections, safety audits, and performance reviews to identify gaps and improvement opportunities.
- Recommend and support implementation of engineering, administrative, and behavioral controls to mitigate identified risks.
- Collaborate with maintenance and operations teams to support preventive maintenance programs aimed at reducing equipment-related incidents.
- Championing a proactive safety culture by encouraging hazard reporting, employee engagement, and continuous improvement initiatives.
9. Medical Surveillance and Fitness for Work
- Oversee and coordinate pre-employment medical examinations, as well as regular and annual medical assessments, in compliance with the Directorate of Occupational Safety and
- Health Services Act and subsidiary regulations.
- Ensure employees are medically fit for their assigned duties and support early identification and management of occupational health risks.
KEY QUALIFICATION
- Bachelor's degree or Diploma in Occupational Health & Safety, Environmental Health, Safety Management, Engineering, or a related field.
- Certificate in Occupational Health and Safety.
- Professional certification such as NEBOSH, IOSH, or equivalent is an added advantage.
- ISO 45001 (Occupational Health & Safety Management Systems) knowledge or certification is desirable.
- Valid First Aid, Fire Safety, or Emergency Response certification is an added advantage.
