GIZ DTC Kenya is a technical cooperation project of the German Federal Ministry for Economic Cooperation and Development (BMZ) implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. GIZ DTC Kenya is based in Nairobi, Kenya and works with the Ministry of ICT and Digital Economy. The cooperation project aims to support the Government of Kenya in creating an enabling environment for the digital economy, by promoting digital innovation and entrepreneurship, fostering digital skills development and improving the enabling environment for the digital economy. The project also aims to support the development of a comprehensive and sustainable digital infrastructure to enable Kenya’s transition to a digital economy.
The GovStack flagship aims to ensure that national governments and other partners of the local digital ecosystem use a model platform with a catalogue of solutions for the implementation of digital administration applications. The project also enables partner countries to develop scalable technology-based services themselves as well as the necessary accompanying institutional processes and capacities. One focus of the sub-measure for the modernization of administrative structures is the development of standards and technical specifications as well as the exemplary provision of the most important information and communication technology (ICT) building blocks.
GovStack activities in Kenya include:
- Piloting of an e-government use case based on the GovStack approach and the model platform. This means that technical actors are enabled by the Kenyan partner institutions to present the comprehensive use case in technical process and user diagrams on the platform. Subsequently, Kenyan technical actors design the technical implementation using ICT building blocks under the guidance and advice of experts from the GovStack initiative. Consulting fields include the support of procurement processes.
- The technical work on the ICT building blocks at the global level will be extended to include the development of local capacities in Kenya. Capacity development approaches are carried out at the societal level in cooperation with political decision-makers as well as at the organizational and individual level with state institutions and their employees. The central hook and linchpin for the capacity development measures is the global solution catalogue and the model platform.
- Support the participation of Kenyan actors in regional/international communities of practice for the maintenance and use of ICT building blocks as a basis for the sustainability of digital administration applications.
- Based on the Digital Economy Blueprint – published under the leadership of Kenya together with Smart Africa – a Digital Economy Index will be developed. This index is intended to holistically record the state of digital transformation in Kenya and other Smart Africa member states and visualize it for political decision-makers. The index will be piloted in Kenya and based on the index results, a roadmap for the implementation of prioritized topics will be derived with the Ministry of ICT.
Position Overview:
GovStack Kenya is seeking a dedicated and motivated Intern to support our team in advancing e-government initiatives within the Kenyan government. As an Intern, you will work closely with e-government experts, gaining valuable experience in the development and implementation of digital transformation initiatives.
Responsibilities
Policy Research and Analysis:
- Support the conduct of research on digital governance policies, regulations, and best practices at both national and international levels, including overseeing contract for Intellectual Property research on e-government solutions in Kenya
Stakeholder Engagement:
- Engage with relevant government agencies, non-governmental organizations, and other stakeholders to gather insights, build partnerships, and advocate for the GovStack initiative.
Event Coordination:
- Support the organization and coordination of workshops, seminars, and events related to the GovStack initiative. Specific support for the coordination of the launch of the Intellectual Property research paper
- Assist in organizing and supporting capacity-building workshops for government officials and other stakeholders.
- Prepare workshop materials, coordinate logistics, and provide on-site support during workshops.
Research for E-Government Use Cases:
- Conduct research to support the development of identified e-government use cases that can enhance government service delivery and efficiency.
- Collaborate with project teams to design and document use cases, including feasibility studies and impact assessments.
Documentation and Knowledge Management:
- Assist in the maintenance of accurate records of GovStack-related activities, research findings, use case development, and workshop proceedings.
Communication:
- Prepare and disseminate policy updates, research findings, and workshop outcomes through various channels, including reports, newsletters, and social media.
Qualifications:
- Currently enrolled in or recently graduated from a bachelor’s or master’s program in public policy, political science, law, international relations, or a related field.
- Strong interest in digital governance, technology policy, and public administration. Excellent research and analytical skills, with the ability to synthesize complex information.
- Strong written and verbal communication skills in English. Proficiency in Swahili is a plus. Proficiency in Microsoft Office Suite and data analysis tools.
- Ability to work independently and collaboratively in a fast-paced environment. Strong organizational skills and attention to detail.
- Enthusiastic and proactive attitude towards learning and problem-solving.
