IEBC invites applications for various By-Election Temporary Electoral roles at Migwani Ward, Kitui County.

Polling/Queuing /Counting Clerk

Duties and Responsibilities

Reporting to the Presiding Officer, the clerk will carry out the following duties;

• Assist in laying out of the polling station and counting room.
• Demarcate and display posters at the polling station.
• Control queues and guide voters to respective polling station.
• Confirm that a voter has not voted by inspecting their fingers for indelible marks.
• Identify voters before allowing them to vote.
• Issue stamped ballot papers to voters duly identified in the register of voters.
• Assist the Presiding Officer with the sorting of votes after voting as part of counting
• Perform any other official duties as may be assigned by the Presiding officer.

Requirements for Appointment

1. Kenyan citizen of high integrity, and be non-partisan;
2. KCSE Aggregate C- and above;
3. Must be of good character and;
4. Must be available for the entire period of the exercise; and
5. Resident of the County Assembly Ward.

Wages: Polling Clerks/Counting Clerks will be paid Kshs. 1,000 per day

Voter Educator

Requirements

1. A voter educator must be a resident of the Ward where the by-election is taking place.
2. Must be a speaker of the main language of communication used by residents of the electoral unit,
3. Possess a diploma and above in relevant field (Social Sciences/Project Management),
4. Minimum of 3 years- experience in voter education, community mobilization or social work in respective by-election electoral unit,
5. Must be mature, respectable and non-partisan with exceptional understanding and knowledge of civil society organizations, geography, and socio-cultural economic and political dynamics of the Ward.
6. Proof of having successfully conducted voter education activities or informal training in collaboration with existing social networks within the Electoral unit,
7. Demonstrable interest in electoral processes
8. Proven commitment to the values of patriotism, nation-building, good governance, democracy, human rights and gender equity.
9. Must NOT be engaged in any other job during the contract period and must commit to work exclusively for the IEBC under the stipulated terms and conditions of service,
10. Working knowledge of computers, social media and digital platforms, and
11. Proven report writing skills

Responsibilities

Reporting to the Constituency Returning Officer, the Voter Educator will carry out the following tasks:

1. Distribution and dissemination of the voter education materials in Schools, Churches/mosques, Health centers, Markets, Community centers, Farms, business centers etc
2. Liaise with local stakeholders, relevant authorities and community leaders to facilitate voter education activities.
3. Conduct voter education in the County Assembly Ward.
4. Act as a link between the IEBC Returning Officer, CSO’s, CBO’s and the community.
5. Assess public understanding of matters related to electoral activity at hand in the ward.
6. Monitor and evaluate voter education providers in the ward.
7. Prepare and submit weekly activity reports to the Supervisor, and
8. Any other assignment as directed by the immediate supervisor.

Wages: Ward based Voter Educators will be paid Kshs.1500/- per day

Support Electoral Trainer

Duties and Responsibilities

1. To assist in the training of Presiding Officers, Deputy Presiding Officers and Clerks. The training involves polling, counting and tallying process.
2. Assist in preparing training venue and the necessary materials for training.
3. Perform the duties of a Presiding Officer or Deputy Presiding Officer as will be assigned by the Returning Officer.
4. To supervise other individuals that will be engaged in the training of clerks and other election officials at the lower level clusters.
5. Assist the Returning Officer in carrying out all forms of electoral training.
6. Compile electoral training reports as directed by the Returning Officer.
7. To implement electoral training plans developed by the Independent Electoral and Boundaries Commission.
8. To collect and ensure security of all election training materials.
9. To distribute electoral training materials at cascaded levels.

Requirements

1. Kenyan citizen of high integrity, and be non-partisan;
2. Hold a Degree/Diploma certificate from a recognized institution;
3. Computer literate;
4. Have proven and demonstrated training skills;
5. Ability to manage people;
6. Must be available for the entire period of the exercise
7. Resident in the County Assembly Ward.

Wages: Support Electoral Trainers will be paid Kshs. 2,000 per day

Deputy Presiding Officer(DPO)

Responsibilities

The Deputy Presiding Officer(DPO) will deputize the PO in performing the duties.

1. Overall in charge at the polling station.
2. Demarcates and lays out the polling station.
3. Ensures the safety and use of the KIEMS.
4. Ensures that the KIEMS and power bank are fully charged and all components are available before departing to the polling station.
5. Supervises polling activities at the polling station.
6. Distributes materials to the clerks at the polling station.
7. Officially declares the start of polling.
8. Runs the network connectivity tool on the KIEMS at 5.30am
9. Opens/closes Polling Station Voting Period on the KIEMS
10. Ensures law and order is maintained at the polling station.
11. Ensure smooth flow of voters in the queue.
12. Ensures that all election results and logs are transmitted from the polling station electronically to the Tallying centers.
13. Shows the agents the tabulated results before transmission.
14. Supervises all the elections officials in the polling station.
15. Updates and communicates regularly with the Constituency Returning Officer.
16. Posts a copy of the election results at the polling station
17. Takes the results to the Constituency Returning Officer.
18. Is in charge of security at the polling station.
19. Ensures safe retrieval and return of election materials to RO

Requirements for Appointment

• Hold a Degree/Diploma certificate from a recognized institution;
• Computer literate;
• Have effective communication;
• Good report writing skills;
• Ability to manage people, sensitive data and materials;
• Have skills in data computation;
• Must be available for the entire period of the exercise; and
• Resident in the County Assembly Ward.

Wages: Deputy Presiding Officers will be paid Kshs. 1,800 per day
