Supervisor: IRS Coordinator

Overall Purpose: Under the supervision of Abt Global Central Mechanism Kenya IRS Coordinator, ensures efficient coordination of IRS activities in the operations sites. They are responsible for ensuring that IRS operational plan and spray calendars are implemented in their specific operations sites.

About the Project

With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions.

The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms.

It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectives

In close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight  sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem,  Rarieda, Ugenya and Ugunja.

Programme support:

  • Work closely with IRS supervisor to provide overall oversight, leadership, and management of IRS activities at the operations site.
  • Responsible for overseeing all administrative tasks at the operations site.
  • Supervise at least 3 spray teams throughout the spray campaign for quality spray and accuracy in data collection.
  • Sample GPS coordinates collected by the spray operators and confirmed accuracy by tracing the structures.
  • Work closely with the site supervisors to ensure proper coordination of mobilization and spray operations activities in the site as per site spray calendars.
  • Work closely with the team leader to ensure mass mobilization is conducted as required, and the communities are ready for spray and those missed are revisited for mop up.
  • Update the mobilization tracker to show areas already mobilized and ready for spraying.
  • Update the spray calendar with the correct distance to the target villages from the operations sites.
  • Update village maps to show areas already sprayed.
  • Provide oversight on property management and inventory control activities at the operations site, including the Mobile soak pits sites and ensure timely replenishment in the event of IRS commodities shortage.
  • Work closely with IRS Coordinators and Environmental Compliance Specialist or ECA in strengthening environmental compliance procedures and monitoring of IRS activities including insecticide mixing.
  • Support team leaders in syncing of data to database and ensure the team leader’s spray data summary is recorded in the spray performance tracker at the operations site daily.
  • EEnsure logistics vehicle log sheets are filled accurately by drivers and are duly signed when deliveries are done.
  • Oversee the collection of used insecticide bottles / sachets and ensure sorting, transportation,and storage of same in county central stores.
  • Ensure all site-based personnel timesheets are signed electronically and uploaded daily. Attends all morning mobilization and end-of-day debrief meetings and document issues discussed for follow up.

Required qualifications and Experience:

  • Bachelor’s degree in the relevant field preferred e.g. Environmental Health/Public Health, Social Sciences, community development.
  • Training in data collection applications, logistics, procurement, supplies and management is an added advantage.
  • At least 2 years’ experience plus 6 months’ supervisory experience in coordinating IRS or other community-based activities.

Knowledge, Skills, and Abilities:

  • Additional professional training in logistics management, M&E, public Health, data collection applications including DHIS-2 or any other relevant field.
  • Demonstrated experience using Microsoft Office Suite applications including Excel, Word, and Power Point preferred.
  • Ability to use mobile based data collection applications and troubleshoot common problems.
  • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
  • Good communication skills including spoken and written English and Kiswahili is preferred.
  • Ability to work as part of a team.
  • Willingness and flexibility to work long hours.

Desirable:

  • Ability to work with minimal supervision.
  • Willingness to reside within the site of jurisdiction.
  • Ability and willingness to use locally available means of transport e.g. motorbikes.
  • Willingness to work for 6 days a week (Monday to Saturday).
  • Strong organizational and interpersonal skills
  • Ability to work in a team-oriented setting.

NB: This position involves a worker coming into close contact with insecticides on a daily basis and will therefore require a medical examination including general body examination and pregnancy tests. Those with certain medical conditions like chest problems, asthmatic etc. or expectant mothers are advised to apply for alternative roles that align with their skills and academic qualifications.
