Adherence & HTS Counsellors at Busia County Government / Dumisha Afya Program

The Busia County Department of Health and Sanitation, with support from the U.S. Department of State (DOS) through the Dumisha Afya Project, invites applications from suitably qualified and experienced candidates to fill the vacant positions listed below in health facilities supported by the project.

The appointments will be on one (1) year contract terms, renewable subject to satisfactory performance and the continued availability of funding:

1. ADHERENCE COUNSELLOR

JOB GROUP 'H' – ONE (1) POSITION, ADVERT NO: 01/2026

Location(s): PORT-VICTORIA SCH

Duties and Responsibilities

The adherence counsellor will be responsible for the following

1. The Adherence Counsellor shall oversee all Adherence and Retention activities at all facilities with regular coordination with Facility in Charge.
2. Supervising Peer Educators and Lay Counsellors offering adherence counselling and Community Positive Health, Dignity, and Prevention (PHDP) services to ensure meticulous provision of all retention and viral suppression strategies.
3. Enrolment Process.

5. Appointment and Defaulter Management:
6. Instituting proactive appointment management through proactive calling and SMS reminders.
7. Confirming Patient Appointment cards are updated per the Appointment Diary;
8. Ensuring Appointment Diary is up to date.
9. Compiling Daily Summary of Patient attendance as page summaries and provide the daily reports as required.
10. Managing the SMS reminder and sending SMS reminders to clients 2 days prior to the appointment date
11. Completing and updating the locator forms in the patient files
12. Ensuring concordance reports are done on a daily basis on the Daily Activity Register - Appointment Diary and EMR.
13. Ensuring defaulter tracing is done according to the SOP and appropriately documented
14. Structured Treatment Literacy sessions: Ensuring and overseeing the provision of Structured Treatment Literacy for newly enrolled clients, including paediatrics, adolescents, Caregivers, discordant, and VTP, is effectively done.
15. Group booster counselling sessions: Overseeing and providing both group and Individual booster counselling sessions.
16. Documentation of key adherence tools: Overseeing and ensuring that the Adherence and retention registers and tools are appropriately completed and are done in real time (CAGE, CRAFT, HEADSSS, PHQ9, General psychosocial assessment forms);
17. Health Education and patient literacy: Ensuring that there are adequate condoms (both male and female) in the PSC for demonstration and distribution to the clients.
18. Ensuring all clients receive appropriate adherence counselling services as guided in the adherence SOP and National guidelines.
19. Ensuring those clients on or being switched to second line are adequately prepared and appropriately documented.
20. Ensuring that the phone log is duly completed and up-to-date and Phone Use SOP is meticulously followed.
21. Conducting any other duty as may be prescribed by the supervisor.

Requirement for appointment

For appointment, one must possess the following; -

1. Must have a minimum O-level certificate completed.
2. Holder of a Diploma in Psychological Counselling from a recognized institution of higher education.
3. Certificate in adherence counselling will be an added advantage.
4. Possession of previous experience as an adherence counsellor is an added advantage

2. HTS COUNSELLOR

JOB GROUP 'H' - SEVEN (7) POSITIONS, ADVERT NO: 02/2026

Location(s): BUSIA CRH, MADENDE MODEL H/C NANGINA DISPENSARY, OSIEKO, PORT VICTORIA SCH, SIO PORT SCH, TANAKA NURSING HOME

Duties and Responsibilities

1. Offering the opportunity for knowledge on HIV status to all eligible persons and provide quality counselling and testing for clients.
2. Conducting HTS eligibility at all service delivery points to ensure 100% coverage.
3. Offering assisted Partner Notification Services (PNS) to partners of the People Living with HIV while protecting their rights and observing professional ethics.
4. Facilitating individual and couple counselling sessions.
5. Making and facilitating referrals and linkages for those identified HIV positive to care and treatment services or other health services as necessary.
6. Observing NASCOP operations protocols, guidelines and SOPs in the provision of HIV Testing Services (HTS).
7. Correctly documenting generated data in the approved data tool as required by NASCOP.
8. Strengthening good working relationships with the health care workers in the service delivery points.
9. Protecting all data generated in the program.
10. Participating in counsellor support supervision sessions and group therapies as scheduled in line with NASCOP requirements.
11. Attending Continuous Professional Development (CPD) sessions for the purposes of professional growth and development.
12. Participating in all levels of internal and external quality assessment (I/EQA) as required.
13. Always observing professional ethics and principles, i.e., confidentiality, consent, and counselling, and protect the clients served from any form of harm and abuse.
14. Performing any other duties as may be assigned by supervisor(s).

Requirement for appointment

For appointment, one must possess the following; -

1. Must have a minimum O-level certificate completed and above
2. Holder of a Diploma in any social-related courses.
3. Be in possession of a Certificate in Counselling and Testing from a NASCOP-accredited institution.
4. At least 2 years' experience in HIV counselling and testing.
5. Must demonstrate experience and know-how in PNS implementation.
6. Must demonstrate data collection capabilities and be quick to learn how to operate electronic data collection devices.
