Abt Global Central Mechanism are hiring 14 Sub-County Finance Assistants in Busia (8) and Siaya (6).

With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions.
The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services.
Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms. It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries.
In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectives
In close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight  sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem, Rarieda, Ugenya and Ugunja.

Overall, Purpose:
The major purpose is to support the Project Finance Team  in collecting the required information from Sub-County operation sites for processing payment of sub-county spraying staff besides observing proper accounting procedures, systems, and internal controls in Sub- County field stations.
Responsibilities:
- Support  vendor payment and temporary staff payroll documentation.
- Prepare temporary staff payroll for review and approval
- Compile temporary staff data to facilitate preparation of temporary staff contract Review and reconcile payroll data against actual payment for accuracy and correct discrepancies.
- Update staff and vendors on the payment plan and payment status and respond to queries regarding financial matters.
- Represent the finance at the performance progress weekly meeting at the Sub-County
- Provide a high level of customer service to all staff and external vendors of the organization.
- Maintain strict confidentiality as it relates to all information.
- Perform other ad hoc projects duties as assigned by supervisor.
Required minimum qualifications, skills and abilities.
- Professional training in accounting/finance or its equivalent
- Minimum 1 years’ experience in accounting & Administration in a busy professional environment.
- Ability to work 6 days a week (Monday to Saturday).
Knowledge, Skills, and Abilities:
- Proficiency in English and Kiswahili.
- Knowledge of payroll processing and reporting
- Excellent levels of numeracy and computer literacy
- High accuracy and productivity
- Strong organizational skills
- Financial services operations or administrative experience a plus
- Must have the ability to multi-task.
- Working knowledge of Microsoft Outlook, Word, and Excel
- Strong presentation and facilitation skills
- Ability to use spreadsheets and other accounting software.
- Strong interpersonal skills and ability to work in a team.
Desirable
- Ability to work with minimal supervision.
- Â Reside within the County of jurisdiction.
NB: These positions will be on a short-term contract, not exceeding   two (2) months, and/or on a need basis.
