Job Purpose
The Procurement Officer is responsible for the procurement of goods and services in the Bank in adherence to the Public Procurement and Disposal Act.
Roles and Responsibilities
Strategic Responsibilities
- Procurement of goods and services required by the various business units at the Branch
- Prepare annual branch procurement plan in line with the approved budget
Technical and Operational Responsibilities
- Generate request for quotations (RFQs) and prepare tender documents where applicable, after obtaining specifications for required goods and services.
- Maintain and update regularly, a database of prequalified suppliers.
- Monitor contracts to ensure implementation in accordance with the terms and conditions thereof and ensure renewal upon expiry.
- Co-ordinate receiving and opening of tender documents/RFQs.
- Co-ordinate evaluation of tenders, quotations, and proposals.
- Oversee reconciliation of physical stock with the stock in the system.
- Provide essential support to the secretariat for tender opening and evaluation committee.
- Any other assigned roles and responsibilities.
Qualifications
- Bachelor’s Degree in Procurement, Supply Chain Management, Commerce, Accounting, or related discipline from a reputable university.
- Professional qualification in Procurement e.g., CIPS
- At least two (2) years’ working experience in the procurement office of a public body or institution.

- Good understanding of laws and regulations governing public procurement and public finance management.
- Strong communication, report writing and presentation skills.

- Supplier management skills including ability to review and implement Service Level Agreements.
- Contract management skills.
- Negotiation skills.
- Organizational and administrative skills.
