IPOA is hiring Monitoring Officers in Nairobi and across Kenya. You will help ensure police operations affecting the public are monitored, data is collected, and recommendations for improvements are followed up on. This role involves studying misconduct trends, overseeing internal police affairs units, and supporting capacity-building programs. If you have a Bachelor’s degree in a relevant field and strong computer skills, we encourage you to apply to contribute to transparent policing.


The Independent Policing Oversight Authority is established pursuant to Cap. 86 Laws of Kenya. Its primary mandate is to provide civilian oversight over the work of the National Police Service. The Authority seeks to recruit results-oriented Kenyan citizens with drive, vision and creativity to fill the following vacant positions:

Reporting Relationships
Reports to: Monitoring Officer I

Job Purpose

Responsible for monitoring of policing operations affecting members of the public

Key Responsibilities/ Duties / Tasks

An officer at this grade will undertake the following duties and responsibilities:

  1. Supporting the implementation of policies, strategies, guidelines, plans, standards and procedures pertaining to monitoring while ensuring compliance with relevant laws, rules and regulations;
  2. Monitoring police operations affecting members of the public;
  3. Collecting and collating data for monitoring reports;
  4. Following up on the implementation of recommendations arising from police operations monitored;
  5. Conducting studies on trends and patterns of police misconduct;
  6. Monitoring the operations of the Internal Affairs Unit of the National Police Service;
  7. Implementing capacity building programs on the prevention of police misconduct;
  8. Implementing monitoring tools, concepts and controls to suit emerging trends in policing; and
  9. Updating records in the division.

Knowledge, Experience and qualifications required

For appointment to this grade, an officer must have the following qualifications:

  1. Bachelor’s Degree in any of the following disciplines: Law, Public Administration, Public Policy, Criminology & Criminal Justice, Education, Sociology, Political Science, Social Sciences, Military, Security Studies or equivalent qualification from a recognized institution; and Proficiency in computer applications
