(a) Duties and responsibilities
i. Supervising and offering professional guidance to the subordinate staff within the department;
ii. Providing non-partisan professional research assistance and analysis to Members, Committees and staff of the County Assembly;
iii. Initiating and conducting anticipatory research and analysis on key policy issues;
iv. providing expert interpretation, explanation and analysis, including assessing the strengths and weaknesses of policy options;
v. Maintaining an updated inventory of publications on current issues;
vi. Legislation and major public policy issues/questions;
vii. Ensuring quality control in the preparation of research papers, briefing notes and particular points of view; and
viii. Providing back-up to County Assembly committees.
(b) Requirements for Appointment
i. Bachelor’s degree in Statistics, Economics, Commerce, Social Sciences or relevant equivalent qualification from a recognised institution; and
ii. Certificate in Computer Applications from a recognised institution.
FINANCE OFFICER I – CASB 9 (JOB GROUP K)

(a) Duties and Responsibilities
i. Compiling, analyzing and formatting financial estimates;
ii. Taking initial action on budget monitoring;
iii. Preparing reports and briefs on budgetary policy issues from user departments.

i. Bachelor’s degree in any of the following disciplines: Commerce, Economics, Business Administration, Business Management, Finance or any other equivalent qualification from a recognised institution;

(a) Duties and Responsibilities
i. Verification of vouchers and committal documents in accordance with laid down rules and regulations;
ii. Data capture and maintenance of primary records such as cashbooks, ledgers, vote books, registers;
iii. Preparation of simple management reports such as imprest and expenditure returns;
iv. Safe custody of Assembly records and assets under him/her;
v. Receiving duly processed payments and receipt vouchers;
vi. Writing cheques and posting payments and receipt vouchers in the cash books;
vii. Balancing and ruling of the cash books on a daily basis;
viii. Arranging for the withdrawal of cash for office use and ensuring safety of the same at all times;
ix. Extracting and providing cash liquidity analysis;
x. Ensuring the security of cheques and cheque books;
xi. Preparation of expenditure and Authority to Incur Expenditure (AIE);
xii. Paying personal and merchant claims guided by cash balances in the cash books and treasury regulations; and
xiii. Receipting of all money due and payable to the government.
(b) Requirements for Appointment
i. Bachelor’s degree in any of the following disciplines: Commerce, Economics, Business Administration, Business Management, Finance or any other equivalent qualification from a recognised institution;
ii. Passed Part II of the Certified Public Accountants (K) Examination;
iii. Passed Part III of the Certified Public Accountants (K) Examination or its approved equivalent qualification will be an added advantage; and
iv. Certificate in Computer Applications from a recognised institution.
ACCOUNTANT II – CASB 10 (JOB GROUP J)
Basic Salary Kshs. – 33,900

(a) Duties and Responsibilities
i. Preparation and verification of vouchers in accordance with the laid down rules and regulations involving primary data entry and routine accounting work such as balancing of cashbooks, imprest and advances ledgers;
ii. Safe custody of records and assets under him/her; and
iii. Assisting with documenting accounting processes to be included in the accounts manual.
(b) Requirements for Appointment
i. Diploma in Commerce, Economics, Business Administration, Business Management, Finance or any other equivalent qualification from a recognised institution.
OR
ii. A pass in part II of the Certified Public Accountants (CPA) Examination or its recognised equivalent qualifications; and
iii. Certificate in Computer Applications from a recognised institution.
SUPPLY CHAIN MANAGEMENT ASSISTANT I – CASB 9 (JOB GROUP K)

vi. Distributing quotation requests.
(b) Requirements for Appointment
i. Bachelor’s degree in any of the following disciplines: Supply Chain Management, Commerce, Procurement and Supplies Management, Business Administration, Logistics or any other equivalent qualification from a recognised institution;
ii. Certificate in Computer Applications from a recognised institution; and
iii. Registered with a professional body (KISM) and in good standing.
SUPPLY CHAIN MANAGEMENT ASSISTANT II – CASB 10 (JOB GROUP J)

(a) Duties and Responsibilities
i. Assisting in recording proceedings for County Assembly sittings at the chamber and committee activities;
ii. Assisting in taking proper notes during committee proceedings;
iii. Assisting in audio segmentation and archiving of audio files and records;
iv. Assisting in installing, maintaining, repairing and monitoring audio equipment in County Assembly chambers; assisting in transcribing assembly proceedings as necessary;
v. Assisting in operating the Public Address system for its effective functioning;
vi. Assisting in providing audio recording services to plenary sitting and assembly committees in field work, site visits and public hearings to provide accurate information; and
vii. Keeping abreast with changing technology in recording and audio services.
(b) Requirements for Appointment
i. Bachelor’s degree in Electrical or Electronic Engineering, Audio Engineering, Sound Technology, Television or Radio Production, Computer Science, Mass Communication, Multimedia Studies or related field;
OR
ii. Postgraduate Diploma in Electrical or Electronic Engineering, Audio Engineering, Sound Technology, Television or Radio production, Computer Science, Mass Communication, Multimedia Studies or related field; and
iii. Certificate in Computer Applications from a recognised institution.
AUDIO TECHNICIAN/OFFICER II – CASB 10 (JOB GROUP J)

(a) Duties and Responsibilities
i. Assist in routine testing of Audio-visual recording equipment in the Chamber and Committee rooms to ensure smooth running of operations;
ii. Assist in keeping digital recorders in a well-maintained and charged condition;
iii. Assist in recording County Assembly proceedings of the Plenary and Committees for accurate information capturing;
iv. Assist in testing and operating the Public Address system, before and after sessions begin, respectively;
v. Assist in periodical maintenance of Audio recording systems in the Chamber and Committee rooms to ensure equipment is functional; and
vi. Assist in providing audio recording services to Assembly Committees during field work, site visits and public hearings to provide accurate information for decision support.
(b) Requirements for appointment
i. Diploma in Electrical or Electronic Engineering, Television or Radio production, Computer Science, Mass Communication, Audio Engineering, Sound Technology, or its equivalent qualification from a recognised institution; and
ii. Certificate in Computer Applications from a recognised institution.
SIGN LANGUAGE INTERPRETER II – CASB 10 (JOB GROUP J)

(a) Duties and Responsibilities
i. Assist in helping hearing impaired individuals understand plenary and committee proceedings of the Assembly;
ii. Assist in facilitating communication with the deaf through sign language;
iii. Assist in providing accurate accounts of proceedings;
iv. Assist in drafting necessary departmental reports;
v. Assist in liaising with the deaf community;
vi. Assist in providing a full range of interpreting/transliterating services for deaf/hard of hearing (HoH) employees;
vii. Assist in offering a variety of Sign languages (like American Sign Language (ASL), Contact Sign, and Conceptually Accurate Sign English, CASE) to facilitate communication;
viii. Assist in interpreting any conversation, meeting, and training session, and interviews or other requested event, including providing oral interpreting to employees who do not use sign language;
ix. Assist in enlightening staff on Deaf Culture and interpreter services; and
x. Assist in implementing process improvement opportunities to improve on services to Assembly customers.
(b) Requirements for appointment
i. Certificate in Sign Language Interpretation, Communications, Sociology, Deaf Studies, Linguistics, Special Education or an equivalent qualification from a recognised institution;
ii. Kenya Certificate of Secondary Education (KCSE) or its equivalent qualification; and
iii. Certificate in Computer Applications from a recognised institution.
PUBLIC COMMUNICATION AND MEDIA RELATIONS OFFICER II – CASB 10 (JOB GROUP J )

(a) Duties and Responsibilities
i. Keeping calendars (editorial, press conferences, events etc.) and media lists;
ii. Assisting in organizing and execution of events;
iii. Conducting research to support Public Relations planning;
iv. Drafting and distributing content such as newsletters and releases;
v. Editing videos and presentations as assigned;
vi. Supporting relations with stakeholders, such as the media and vendors;
vii. Assisting in tracking media coverage or PR metrics such as web analytics;
viii. Inventing ways to streamline communication and plan execution; and
ix. Undertaking general administrative and clerical duties.

i. Diploma in Public Communications, Journalism, Public Relations, International Relations, Mass Communication, Marketing or any other equivalent qualification from a recognised institution; and
ii. Certificate in computer applications from a recognised institution.
ADMINISTRATION OFFICER I – CASB 9 (JOB GROUP K)

(a) Duties and Responsibilities
i. Identifying and recommending proper accommodation of staff within the organization;
ii. Facilitating the location and movement of equipment;
iii. Implementing recommendations of security operations in the County Assembly premises;
iv. Ensuring office machines are serviceable;
v. Implementing administration policies;
vi. Providing cross-functional liaison for Administration matters;
vii. Supervising catering services;
viii. Coordinating renewal of property insurance policies/visas/Transport Licensing Board certificates;
ix. Monitoring the location of the equipment;
x. Ensuring efficient and effective utilization of Assembly assets and equipment; and
xi. Ensuring safety and security of Assembly assets and equipment such as vehicles, furniture, computers, kitchen and cleaning appliances etc.
(b) Requirements for Appointment
i. Bachelor’s degree in Social Sciences, Business Administration, Commerce, Public Administration or any other equivalent qualification from a recognised institution;
ii. Kenya Certificate of Secondary Education; and

iv. Evaluation and review of internal control systems and report on any weaknesses;

i. Ensure offices and the compound are clean;

vi. Collecting and disposing litter and garbage;
vii. Assist in drawing the duty roster;
viii. Maintain records of tools and equipment for cleaning and grounds maintenance;
ix. Facilitating movement of office equipment, furniture and ensuring its orderly arrangement;
x. Undertaking messengerial services within and outside the County Assembly; and
xi. Any other duties as may be assigned.
