Council of Governors (CoG) is hiring an Intern to support the Blue Economy Committee in Nairobi. You will assist in research, policy analysis, program coordination, and knowledge management for devolved sector functions. If you have a degree in a related field and a keen interest in agriculture, blue economy, or devolution, we invite you to submit your application for this six-month internship to contribute to CoG’s initiatives.


The Council of Governors (CoG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act, 2012, to provide a mechanism for consultation and cooperation amongst county governments and between county governments and the national government.

Agriculture, livestock, and fisheries are fully devolved functions under the Constitution of Kenya, making county governments central to the delivery of food security, livelihoods, and economic development. The Agriculture, Livestock and Blue Economy Committee of CoG plays a key role in coordinating county priorities, facilitating intergovernmental relations, and advocating for policies and resources that support effective implementation of these sectors.

Internship Opportunity in the Blue Economy Committee

To strengthen technical and coordination capacity, CoG seeks to engage an intern to support the Blue Economy Committee in research, policy analysis, programme coordination, and knowledge management.

Objective of the Assignment

To support the Council of Governorsโ€™ Blue Economy Committee in coordinating inter-county priorities, strengthening policy advocacy, and enhancing implementation and tracking of devolved sector functions.

Duties and Responsibilities

The intern will work under the supervision of the Principal Program Officer and will undertake the following tasks:

  1. Consolidate and prepare county position briefs on agriculture, livestock, and Blue Economy issues.
  2. Conduct policy analysis and support development of CoG submissions on national legislation, policies, and regulations.
  3. Prepare Committee meeting documentation, including agendas, minutes, resolutions, and action trackers.
  4. Track and compile implementation progress of key programmes (e.g., KEMSFED, NAVCDP, FSRP, and other sector initiatives) across counties.
  5. Support coordination of stakeholder engagements, including intergovernmental consultations and partner meetings.
  6. Document and develop knowledge products such as case studies, best practices, and county success stories.
  7. Organize and maintain a structured repository/database of sector documents, data, and county submissions.
  8. Undertake research to inform preparation of briefs, opinion pieces, presentations, and talking points for the Committee.
  9. Assist in logistical and administrative arrangements for Committee meetings, workshops, and field activities.
  10. Perform any other duties as may be assigned by the supervisor from time to time.

Duration of the Internship

The internship will be for a duration of six (6) months with possible extension for another six months owing to performance of the intern and availability of funds.

Qualifications and Competencies

  1. Degree in Fisheries and Aquaculture Management, Coastal and Marine Resources Management or Agriculture Resource Management, Natural Resource Management.
  2. Demonstrate interest or exposure to agriculture, livestock, Blue Economy, or devolution.
  3. Experience in research, data analysis, or report writing is an added advantage.
  4. Knowledge and understanding of government related processes especially within the context of Devolution.
  5. Outstanding Interpersonal, analytical and communication skills.
  6. Ability to follow deadlines, accuracy and attention to detail.
  7. A high level of computer literacy and proficient in written and spoken English and Kiswahili.
  8. Ability to work independently and as part of a team.
